Two distinct development histories
Windsor Hills, developed in the late 1930s by the Marlow-Burns Development Company, was the first subdivision in Southern California for which the newly created Federal Housing Administration provided mortgage insurance — a distinction that placed this neighborhood at the leading edge of FHA-backed homeownership in the region. View Park's development, carried out under the Los Angeles Investment Company, ran from 1928 into the 1970s, producing pre-war and post-war architectural styles across the same ridge.
Both neighborhoods enforced racial restrictive covenants that excluded African American residents until the Supreme Court invalidated those agreements in 1948. The community's predominantly African American character is a post-war story — built by families who arrived after that ruling and, in many cases, never left. That history received formal national recognition on July 12, 2016, when View Park was listed on the National Register of Historic Places for its significant association with Black heritage in Los Angeles. The nomination was developed by Architectural Resources Group in partnership with the View Park Conservancy. View Park is now the largest historic district in California by number of property owners.
Who lives here
The 2020 Census counted 11,419 residents across 1.84 square miles — a density of roughly 6,200 people per square mile. The 2023 American Community Survey recorded a median household income of $120,604. Property data from 2024 reflects how long many owners have stayed: mortgaged homes carried a median property tax of $7,195 per year, while homes with no mortgage paid a median of $3,178. That gap points to a significant number of owners who have held their properties long enough to pay off their loans entirely.
Schools are divided between two districts. Most of the community falls within Los Angeles Unified; some portions are in Inglewood Unified. The Windsor Hills Math, Science and Aerospace Magnet operates within the community through LAUSD's school-choice program. The community's branch of the County of Los Angeles Public Library is named for Bebe Moore Campbell, a writer who lived here. Ray Charles made his home at 4863 Southridge Avenue; Tina Turner's former residence stands at 4263 Olympiad Drive.
